New observations

Personal communication between several participants becomes visible.

Its tone differs noticeably from that of the official correspondence.

At the same time, numerous spontaneous hypotheses emerge concerning motives, communication paths, and intentions.

Several responses occur within a very short period of time.

Competing models

Model A

This is primarily a conflict between different organizational levels.

Model B

Nearly all participants are operating under considerable time pressure and responsibility.

Model C

The observed tensions arise primarily from different orientations under uncertainty.

Current state of orientation

The focus shifts.

Initially, a strategic conflict between organizational levels appeared to be the most plausible model.

Based on the observations now available, another model becomes more convincing.

The situation does not appear to be dominated primarily by opposition.

Instead, it increasingly appears that multiple participants are simultaneously trying to remain capable of acting while operating under significant pressure.

The speed of communication itself may be making shared orientation more difficult.

Which observation would now be most helpful?

An official response from the organizational level that originally received the letter.

Equally valuable would be any indication that the orientation of one or more participants has changed as a result of the communication that has already taken place.

Preliminary status

This document does not end with a conclusion.

It ends with the current state of orientation.

The next observation may confirm the existing models, modify them, or replace them entirely.

That possibility is the subject of this experiment.

This reconstruction does not claim to present the truth.

It documents the most plausible state of orientation based on the observations available at the respective point in time.
