The original issue recedes into the background

New observations

There is still no direct response to the original letter addressed to the state-level organization.

A later, detailed message to the full-time state executive director has likewise received no direct response.

However, another letter from the executive district board to one of the initiators is now available.

It states that the regional and state associations have reported that they are currently not aware of any unresolved complaints about or arising from the social-law advisory service.

It further states that, from the regional association’s perspective, the matter has been answered and is considered closed.

The executive district board again emphasizes that it does not object to the substantive criticism of the social-law advisory service.

Instead, it objects to the independent mobilization of several local associations and to the chosen communication route outside the designated organizational channels.

It announces that any renewed bypassing of the district association structure or further mobilization of local associations outside the designated organizational channels would be regarded as a serious disruption of constructive cooperation and referred to the regional association for review under the organization’s statutes.

One of the initiators announces that he will raise the issue again at the next meeting of the district board.

That meeting is scheduled for 19 September.

Open models

Model A

The higher organizational levels consider the original issue to have been sufficiently addressed or closed.

Model B

The different organizational levels are now addressing different problems.

While the original initiative focused on difficulties in the social-law advisory service, the district board’s observable response increasingly focuses on communication channels, responsibilities, and the conduct of the local associations involved.

Model C

The organization is responding to the initiative primarily by re-establishing the designated communication and decision-making channels.

As a result, the original substantive issue is increasingly receding into the background.

Model D

The absence of a direct response from the higher organizational levels does not mean that no response has taken place there.

The available indications also allow for the model that the matter was discussed within the organizational structure and referred back to the district association for further handling.

Current state of orientation

The observations have changed since the previous reconstruction.

Until now, the absence of a direct response from the organizational level originally addressed allowed for several interpretations.

For the first time, there is now an indirect account of its response.

According to that account, at least parts of the higher organizational structure consider the original matter to have been answered or closed.

There is still no direct statement from those organizational levels to the initiators.

At the same time, the executive district board has explained its own position in several written statements and has now reiterated it to one of the initiators.

This makes the shift in the focus of the observable communication more apparent.

The situation originally described in the social-law advisory service is no longer at the center of the available correspondence.

Instead, the chosen communication route, the responsibilities of the district board, and cooperation between the organizational levels are increasingly taking center stage.

Whether the original substantive issue has thereby actually been addressed cannot be determined from the available observations.

Which observation would be particularly helpful now?

A direct account from the regional or state level of how the original concern was received, assessed, and, where applicable, addressed there.

It would also be helpful to understand on the basis of which observations the original matter is considered answered or closed at those levels.

Preliminary status

The original communication process appears to have reached a stable state for the time being.

No immediate further response from the organizational levels originally addressed is currently apparent.

The executive district board has stated its position on the chosen course of action several times.

The district board is expected to address the matter again on 19 September.

Until then, no further steps within this existing communication process are known.

Further developments remain open.
